Focuses on the particular roles and responsibilities of the courtroom bailiff. Provides a foundation of basics for new bailiffs and is designed to train new personnel to perform as a member of the court security team. The program also provides experienced bailiffs with insights from court security experts from throughout the state as they fulfill the responsibilities of ensuring the safe, peaceful and effective operation of the courts.

The video identifies the value of planning, preparation and personal discipline, the issue and consequences of complacency, the importance of communication, the value of efficient relationships within the court environment, the process of collaboration and training with the court team, the role of supervision in the court services bureau, the framework of response in an emergency response plan, the value of an effective security screening strategy, and the special considerations of a standardized bailiff training program.

Extradition Procedures (LEOs Flying Armed)  
 
Provides law enforcement officers training for the proper procedural planning and transport of a prisoner while flying armed. Training points are presented as step-by-step instruction for planning and carrying out an extradition, including: moving through the airport; interfacing with airline personnel/airport security; and controlling the positioning and in-flight time with a prisoner. The telecourse includes federal flying armed guidelines that satisfy the flying armed training required by the U.S. Department of Homeland Security/Transportation Security Administration for law enforcement officers (see special note below).

A checklist for extradition procedures is also included on the DVD as a downloadable PDF file. This document covers the guidelines for extradition including what to carry in an extradition kit, how to prepare the prisoner for flying, and how to utilize additional airport or law enforcement resources for transport.

This program was developed in conjunction with the U.S. Department of Homeland Security(DHS)/Transportation Security Administration (TSA)/Federal Air Marshal Service (FAMS) and meets all training requirements under the Code of Federal Regulation CFR 1544.219 in order for a law enforcement officer to fly armed in the performance of his/her official duties.

** ADDITIONAL REQUIREMENT EFFECTIVE NOV. 15, 2008 **
The TSA will begin transition to a National Law Enforcement Telecommunications System (NLETS) message for state and local law enforcement officers flying armed. The NLETS message sent by the employing agency will be in addition to the currently required original Letter of Authority. Failure to use the NLETS message may result in delays due to the additional verification requirements during the transition period.
