Anti-Reproductive Rights Crimes

Senate Bill 780, effective January 1, 2002, enacted two laws: the California Freedom of Access to Clinic and Church Entrances (or California FACE) Act, and the Reproductive Rights Law Enforcement Act. The Reproductive Rights Law Enforcement Act added Penal Code (PC) §13775 through §13779 which require the Attorney General to collect and analyze information relating to anti-reproductive rights crime (ARRC).

This telecourse video program is designed to assist officers in meeting the intent of the legislation and to improve the reporting efforts of law enforcement agencies. It shows officers how to deal with the incidents surrounding anti-reproductive rights crimes and provides information that can help agencies prevent a peaceful protest from becoming a violent one.

The video teaches officers to recognize violations of the FACE Act and highlights the requirements that officers thoroughly investigate, document and report antireproductive rights crimes.

Identifying Fraudulent and Counterfeit Government Documents

The scope of counterfeit documents in California is wide-ranging and affects everybody in every walk of life-- from people assuming another's identity using counterfeit documents, to people purchasing or selling vehicles on counterfeit documents. Missing and Unidentified Persons - DNA: The Genetic Link

Designed for field officers and investigators, this video was developed as a result of a new law enacted January 2001 that requires the California Department of Justice to establish a DNA databank to help solve the more than 3,500 reported high-risk missing persons in California (and more than 2000 unidentified deceased persons– 150 of whom are thought to be children). Viewers of the video learn about the new voluntary DNA collection program, learn about the importance of DNA in the investigation of missing persons, and learn how to properly collect the DNA in the field from family members who volunteer to provide samples.

SIDS: Response to Infant Death

The sudden death of an infant is a highly emotional situation and can affect families and officers alike. When responding to a sudden infant death or possible SIDS case, law enforcement officers and investigators may play a key role in how families cope with the immediate crisis and manage their grief. Responding officers must possess the skill, knowledge and sensitivity necessary to conduct infant death investigations in a manner that ensures a comprehensive inquiry while also considering the impact on the family members left to cope with the sudden death of their child.
