Designed to train peace officers how to recognize and respond to potential domestic terrorist activities, this program teaches that preventing domestic terrorism is all about good police work and knowing the indicators and warnings. A “domestic terrorist” may be defined as a person who lives and operates entirely within the United States, who has no foreign direction and is not acting on behalf of a foreign power, and who may be conducting criminal activities in support of terrorist objectives that are directed at elements of the U.S. government or population. This program includes examples of activities that may be indicators of potential criminal extremism or domestic terrorism.

Protecting Our Transportation Systems

Transportation systems provide a “high payoff” target for terrorists who want to inflict both an emotional and economic impact on a population. Another terrorist attack on our transportation system would have a significant effect on our nation’s ability to conduct commerce and run our government— and it would severely restrict personal mobility.

While airport security has been hardened over the years, we must remain vigilant to prevent an airplane from being used as a weapon. Radicalization

Designed to train peace officers to recognize and respond to potential terrorist activities, this program reveals that a major threat to our country's security is coming from within its prisons that have become fertile recruiting grounds for homegrown terrorists.

The program shows how officers can most effectively deal with the growing threat of radicalization; discusses how the inmate radicalization process works and highlights specific recruitment indicators. Response to Improvised Explosive Devices

Highlights the basic procedures for recognizing a variety of explosive devices (including conventional, military, and improvised explosive devices, or IEDs). Scenarios show proper ways to respond at a scene where a device may be located, how to properly assess bomb threats, and how to secure a post-blast scene. The procedures employed by specialized hazardous device experts who respond to explosive device incidents are also depicted.
