This training is mandated by California Penal Code, which recognizes the need for law enforcement to work together with Child Welfare Services to provide a better way of dealing with drug endangered children. The purpose of the mandate is to encourage agencies to establish a local Drug Endangered Children (DEC) program. Exposing children to the manufacturing, trafficking, and use of narcotics is criminal conduct and a coordinated response is essential to childrens health and welfare. These endangered children are best served when peace officers and child welfare workers tackle this problem as a team.
