Crowd Management and Civil Disobedience, Part 1

Crowd Management Update

In today’s environment of highly charged political and social issues, law enforcement needs to refresh polices and procedures that ensure that all persons have the right to perform activities protected by the First Amendment of the United States Constitution. Penal Code Section 13514.5 requires POST to establish guidelines and training on law enforcement’s response to crowd management and civil disobedience.

This telecourse provides an update to the 2003 Crowd Management and Civil Disobedience guidelines and video telecourse and examines legal issues including: required use of the ICS/SEMS emergency management systems(Government Code 8607(a), non-invasive methods of crowd management, the right of stakeholders to be involved in policy development for managing
crowds and civil disobedience, and manager and supervisor training.

The telecourse program reviews and refreshes the legal context of the following issues: crowd behaviors that require law enforcement response; tactical best practices; dispersal orders; use of force; mass arrest and booking; procedural requirements; investigation and documentation procedures; persons with disabilities and medical needs; minors; non-US citizens; resisting arrest and property damage; and court procedures.

Public Health Emergencies

Law enforcement has a critical role in the preparation, planning, and response to public health emergency incidents, and it is imperative that public health and law enforcement agencies work together on preparing for a public health emergency before it occurs.

This telecourse highlights the multiagency approach to public health emergencies and provides important information to help state and local public safety officials and policymakers to understand the key concerns and threats these types of incidents pose to public health and safety.

Special Weapons and Tactics (SWAT) Operations

Statistics point to the success of Special Weapons and Tactics (SWAT) and Crisis Negotiation Teams (CNT) units in California and across the nation. Despite these successes, SWAT and CNT units must continuously evolve their tactics to conform to changes in the law, technological advances, and societal expectations in order to be ready for future incidents.

Those involved in SWAT and CNT are not the only law enforcement personnel who need to know how these special units operate.
